51052018, issued 8 December 2018 for Failing To Appear on his 21
July 2018 arrest for Obstructing a Governmental Operation and
Public Intoxication in Benton County, Arkansas.
PHILPOTT’s arrest this summer is the most recent in an
extraordinary criminal career that includes dangerous and
violent crimes such as assault, spousal abuse and multiple DWIs
and Drug felony convictions in Arkansas and Missouri from 1981
to 2016.
During Philpott’s arrest this summer, Benton
County Sheriff’s Deputy Cedric Lampkin found Philpott passed out
drunk laying in the highway. PHILPOTT fought with responding
medics, told the arresting officer that he was going to kill him
for putting him in handcuffs, tried to kick out the squad car
windows, and called Deputy Lampkin a “fucking nigger”. Deputy
Lampkin is African American.
Philpott has not spent an
entire year since 2008 without a bench warrant for his arrest.
Note: Following is a very PARTIAL list of PHILPOTT’s
crimes. I did not visit any Missouri Law Enforcement Agencies or
Missouri Municipal Courthouses. This list does not include
crimes committed in the Gravette Arkansas municipality where he
lived for several years. The only non governmental source in the
below links is the Missouri newspaper article about jail
bookings on 25 February 2017. This RAP sheet could easily be three or
four times as long if I had the time to visit the above
jurisdictions, investigated the arrests from the above booking
article, etc. .

(amended to Assault) in Gentry, Arkansas.
According to PHIPLOTT’s ex-wife under oath: PHILPOTT THREATENS
and ASSAULTS her by telling her he’s going to burn down her
house, and putting his fist through a gun cabinet to retrieve a
gun while drunk. When PHILPOTT is asked “not to hold her baby
when drunk”, he responds “…in a rage, cussing, kicking
animals and telling us he could do anything he wants”.
PHILPOTT destroys his ex-wife’s home and her property in the
home and when PHILPOTT’s daughter tells him it’s their
house and not to destroy it, he assaults her. PHILPOTT’s
ex wife gets between her daughter and PHILPOTT. PHILPOTT pushes
her out of the way and threatens to “knock her head off”.
PHILPOTT’s ex-wife states PHILPOTT has gotten more violent
and aggressive since their divorce the previous year.(Protective

Sheriff’s Office. From the arresting officer’s Probable Cause
Affidavit: PHILPOTT was passed out in his car, parked in the
middle of the road with the engine running when the arresting
officer found him. The arresting officer had to bang on the roof
of PHILPOTT’s car to wake him; when PHILPOTT finally awoke, he
turned to the officer and said, “You don’t have to be like
that”. When the officer asked him how much he had drunk,
PHILPOTT answered, “Too much” and the officer told him to step
out of the vehicle. PHILPOTT looked the officer in the eyes and
stated very clearly, “Bye”, and “reached for the gear shift, as
if to leave”. The arresting officer then takes sixteen
lines of text to describe PHILPOTT physically struggling with
the officer and resisting arrest. True to form, PHILPOTT did not
want medical personnel checking him and when they arrived, he
refused to cooperate.

officer arrested PHILPOTT and took him to jail where a deputy
found a baggie of meth in PHILPOTT’s

Intoxication and Obstruction of a Governmental Operation
in Benton County, Arkansas. Benton County Deputy Cedric Lampkin
found PHILPOTT lying in the highway with a liquor bottle next to
his head. PHILPOTT told the deputy that he was drunk and wanted
to go to jail. When Deputy Lampkin “noticed open cuts on his
face due to him falling”, he called for an Ambulance. When the
medics arrived PHILPOTT couldn’t stand on his own so they put
him on a cot. PHILPOTT continued to tell the Deputy to take him
to jail and “wouldn’t let the medics transport him due to his
condition.” The medics told Deputy Lampkin they were unable to
transport PHILPOTT because PHILPOTT was trying to fight them.
PHILPOTT continued to resist as Deputy Lampkin handcuffed him.
Then PHILPOTT told Deputy Lampkin he was going to kill him
for putting cuffs on him. PHILPOTT became more upset when Deputy
Lampkin put him in the squad car and told the Deputy to just
kill him. Deputy Lampkin notified the dispatcher PHILPOTT was
combative. Enroute to the station PHILPOTT kicked at the car
window and hit his head up against it trying to break it.
PHILPOTT continued threatening Deputy Lampkin that PHILPOTT
would hurt the Deputy and anyone else. As Deputy Lampkin and
Philpott neared the Delaware County jail, Philpott called Deputy
Lampkin a “fucking nigger”. Deputy Lampkin advised dispatch his
prisoner was combative.

– According to the presentence report for PHILPOTT’s 1981
Possession with Intent Felony, the 15-year old sister of
PHILPOTT’s drug dealing accomplice says she is carrying
PHILPOTT’s child. For a (then) 20-year-old Philpott to sexually
penetrate a 15-year old or 14-year-old child is a felony sex
crime in violation of Arkansas § 5-14-127. The girl who claimed
to be carrying PHILPOTT’s baby was either 14 or 15 years old.

PERJURY –Philpott’s first provable perjury was in the
opening minutes of the hearing when PHILPOTT testified his
initial drug felony was for “Possession”, specifically denying
“Trafficking” (page 29, PRELIM). See page 3, CRIMES tab for
PHILPOTT’s Possession w/ purpose to Deliver Controlled
Substance felony (to which he pled Guilty).
PHILPOTT’s second provable felony was when he testified that he
had been in “no trouble” with the law other than his
